[WAY TO CALL HIM OUT but yes that does explain it. Blowing himself up was really stupid and so was Clarke trying to jump across ships.]

So when we die by being really stupid, fixing us is a hassle that takes more than it's worth, hence the "tax." But if we die by something like gruesome murder, it's considered "fun" and worth more than fixing us takes.
